Planned Non-Operation: Park the Car, Pause the Fees

Planned Non-Operation is the DMV's way of letting you keep a vehicle without paying full registration on it: you file a PNO, pay a small annual fee, and agree not to drive, tow, or park it on public roads. It is the right move for a project car, a second vehicle sitting in the driveway, or a vehicle that failed smog and will take months to fix.

The timing rule that matters

PNO must be filed before the registration expires, or within the 90 days after expiration, to avoid the normal late penalties. File it in that window and the year costs the PNO fee instead of the full renewal. Miss it and the vehicle owes the full fees plus penalties before it can be placed on PNO or renewed.

Coming back

To put the vehicle back on the road, pay the current year's registration fees and file for regular registration; smog will be required if it was due. If the vehicle was driven or parked on the street while on PNO, the DMV can assess fees and penalties back to the PNO date, so it really does have to stay off public roads.
